DEPARTMENT OF PLANING AND POLICY

About The Department

The Department of planning and policy is responsible for planning and policy organizing
directing, controlling and coordination policies, strategies and programs of the ministry of
Livestock, Forestry and Range.
The department has 7 sections: statistics section, monitoring and evaluation section, planning
section, capacity building section, project management section, Economic development section, policy and laws section.

PRINCIPLE RESPONSIBILITIEES

Lead the Development of Plans

Provide leadership and direction in the creation of both short-term and long-term plans for the Ministry. Coordinate Activities: Collect, interpret, and coordinate plans and activities across various Ministry departments.

Project Management

Initiate and Oversee Projects Initiate, implement, review, and oversee development projects specific to the livestock, forestry, and range sectors. Monitor Challenges and Risks Identify, monitor, and advise on challenges and risks that may hinder project implementation.

Policy Implementation

Coordinate Policies: Coordinate the implementation of policies and strategies for the Ministry. Align Projects with National Strategies: Develop and implement national projects that align with the Livestock Sector Development Strategy, the National Rangeland Management Strategy, and the National Development Plan. Oversight of Programs: Oversee the implementation of programs to meet policy objectives at the national level.

Data Management and Analysis

Collect and Maintain Statistics Collect and maintain statistics related to livestock, forestry, wildlife, range, and land utilization. Interpret Statistical Analysis Interpret statistical data to inform policy development, monitoring and evaluation, and forecasting activities in collaboration with the National Bureau of Statistics. Develop Guidelines and Tools Create technical guidelines, methodologies, and tools for conducting statistical surveys and censuses.

Monitoring and Evaluation (M&E)

Develop M&E Plans Create comprehensive Monitoring and Evaluation plans. Establish Indicators and Targets Determine performance and impact indicators and targets for programs and projects. Support Proposal Development Provide assistance in developing proposals that include M&E components.

THE DEPARTMENT SECTIONS

The Department is structured into Five sections, each section focused on specific areas of responsibility.

Statistics Section

Responsible for the collection, analysis, and dissemination of statistical data related to livestock, forestry, and range management.

Planning Section

Lead the strategic planning processes for the Ministry, ensuring alignment with national policies and priorities

Project Management Section

Oversee the planning, execution, and evaluation of development projects in the livestock, forestry, and range sectors.

Monitoring and Evaluation Section

Develop and implement Monitoring and Evaluation (M&E) frameworks for departmental programs and projects.

Capacity Building Section

Identify training and development needs for personnel within the Ministry and relevant stakeholders.
